Set the firedepartment numbers, stupid people turns out the electricity by march 28 at 8.30 pm and do not use candles without a plate beneath .

So I am guessing what you are saying is on March 28th when people will be doing the hour without power they should be careful with candles and not burn their houses down. Sounds like sensible advice to me.
